Review request: systemd app scopes with hyphenated Electron app IDs

Chromium issue 530704654 concerns incorrect systemd scope naming for Electron applications whose app IDs contain hyphens.

I attached a preliminary patch to the issue. It escapes the application-name component in `components/dbus/xdg/systemd.cc` before constructing `app-$1-$2.scope`.

The affected OWNERS appear to be:
the...@chromium.org
thomasa...@chromium.org
hash...@chromium.org

Could someone from the DBus/XDG owners review whether this is the right approach?

Thanks for filing the issue. Your choice of folks to @ in was sound, but you are unable to summon those folks. I cced them in for you.

We don't take patches on bugs; please follow the directions on https://chromium.googlesource.com/chromium/src/+/main/docs/contributing.md to upload your patch to our Gerrit instance, and then you'll be able to send it for review and acceptance.
