Android WebView scrolling is broken

I can't flick to scroll on any WebView in any release since about the past year. There is no inertia, the scrolling just stops as soon as I lift my finger.

My phone is an Alcatel PIXI 4 (4").

Could this be looked into and perhaps fixed in an upcoming update? It's a really annoying issue.

Can you file a bug, ideally with an attached bugreport from your device, and an example of an application in which you have this problem?

An example I have this problem in is basically any app that uses WebView and any WebView based browser off the Play store (e.g. Stack, Firefox Focus).

How do I get a bug report from the device? There is no crash, only buggy behaviour, so would one be generated for this? (I'm not familiar with the Chromium source or debugging processes, sorry).
