Chrome Cherry Picker - Add patchset to fix conflicts!

TL;DR More repositories now support add patchset and CQ+2!

What has changed?

Cherry Picker will no longer automatically delete CLs for Committers for the following scenarios:

• Code Conflicts

• Commit Queue Failures

Committers now have CQ+2 and Add Patch Set permissions which will enable them to directly update the changes generated by Cherry Picker. 

What if I am not a Committer?
Cherry Picker will continue to delete changes when it encounters a conflict or CQ failure.

It is available now for the following repositories:

• Chromium

• V8

• Devtools

• Dawn (NEW)

• WebRTC (NEW)

• Skia (NEW)

• Pdfium (NEW)

• Angle (NEW)
