What triggers the "Utility: Quarantine Service" process?

I build latest Chrome on Windows today and as soon as I launch it (takes about 30 seconds) my CPU fans start spinning and the CPU load increases to almost 100% and the top consumers are several Utility PIDs (Data Decoder Service and Quarantine Service).

Any idea what might have caused this and how I can avoid it?

I have tried to use a fresh user-data-dir but it does not help.

I can't imagine what causes those services to spin up as soon as you launch Chrome and take all the CPU time but I can explain what they are used for.

The Quarantine Service is used to let registered antivirus software on your computer scan files downloaded from the internet.
The Data Decoder service is used to parse untrusted data coming from the internet, such as json or xml.

Thanks Patrick,

It seems like I was hit by an application security framework and my previous exception was lost. I managed to activate it again and now things work.
