Spatial Navigation feature supports

Hello,

  I am trying to navigate through the web page (youtube.com, and wikipedia ) and i see Spatial Navigation doesn't happen actually it doesn't get the focus element its own. 

I used the below flag while launching the content_shell.

--enable-spatial-navigation

But still it doesn't work, however it  worked for https://b.jw-cdn.org/code/cmm/firetv/latest/index.html#en/home

I am not really sure, why are there two different behaviours? Could anyone please help me with this. 

Do we have any design doc for the Spatial Navigation which chromium has implemented?
