migration of data files for network sandbox

Hi,

As part of the ongoing network service sandbox work, the data files needed by the network context (except cache) will be moved from their current directory (e.g. root of the profile) to a new subdirectory that the network service sandbox can be granted read/write access to.

This allows the sandbox to function on Windows, and also is a stepping stone to finer grained access on other platforms (e.g. macOS / Linux).

Since this involves a one-way migration of important data (e.g. Cookies) on multiple platforms, a design doc has been authored describing the process and that can be found here (Chromium comment access).

Note that this shorter design doc only describes the data-migration part of the larger network sandbox work on Windows which is described in the larger/longer parent design doc.

I would appreciate any/all feedback on the migration plan design.
