I'm getting this also. Sucks having to open Firefox to watch youtube :(
I have found the solution why my Chrome was always muted, it was the Google
Toolbox extension that was doing it. I disabled one extension at a time
until I found the one that was causing my problem. Then I checked the
settings for Google Toolbox, I didn't have the icon displayed so never saw
the big red M on it (Alt+W is the key to toggle Mute All Tabs), so by
disabling and re-enabling the extension it appeared again (or I now see I
could have pressed Show Button) then I could see it was muted. So my
problem is solved and it wasn't a bug - I am very happy !!
Now that you mentioned it, it was actually the same thing that happened to
me. Solved my problem too. Thanks.
Also fixed it for me. Chrome Toolbox (by Google) 1.0.28 was the problem.
Had this issue too. This solution fixed it.
