Your experiments after removing command line flags and my existing
experiments both include PasswordGeneration-Enabled, but your password
generation works, whereas mine does not... Why?

Can you check to make sure that

1) The password manager is enabled under chrome://settings
2) You are syncing passwords and you don't have a custom passphrase enabled
