OS: MAc 10.8 & Window7

What steps will reproduce the problem?
1. Go to Chrome://Settings > Advanced Settings > Privacy > Select "Use a
web service to help resolve navigation errors"
2.Open window and adflkajdfla.com -- Observed that "Oops Google Chrome
couldn't find.... should be seen"
3. Open Incognito and adflkajdfla.com - Observed that "This webpage is not
available" message

It is a new Issue

What is the expected output? What do you see instead?

This is working as intended. While the main purpose of the Incognito mode
is to ensure that no data about your browsing history is stored locally, we
also try to minimize information that is being sent about your browsing
history to Google.
