Hi. I can confirm this. On first visit the page/renderer seems to crash,
then after reloading and playing first video element there appears the
green border.
Tried with 14.0.803.0 (dev channel) and 14.0.813.0/14.0.814.0 (canary) and
it does not appear (both, crash and green border) in the dev channel build.
The crash I confirmed in another bug-report (88495), I thought it fits more
there: http://code.google.com/p/chromium/issues/detail?id=88495
Could not create crash reports. Does not work in any way, but I changed the
Options->Details->Privacy section like explained here

I believe all H.264 html5 video suffered from this bug.
webm and ogv video has no this bug.
Below is a simple test case. You may put your own H.264 video with it:
<html><body>
<video src="file:///foo/bar.mp4" autoplay loop></video>
</body></html>
Also experiencing this issue. The video also seems to resize slightly.
Video works fine in ie9, Safari, Firefox and Android Browser.

I was experiencing the green bars as well. I encoded my mp4's with
Quicktime Pro. I reencoded with Compressor and the green bars disappeared.

This should be fixed in the next beta release of Chrome 14.
