What steps will reproduce the problem?
1) Launch chrome, go to chrome://memory-redirect/ , mouse hover on Memory
help (?).
2) Press Cmd + ‘-’ multiple times to zoom out and observe the help bubble.

Help bubble is misplaced on zoom out.

Help bubble should not be misplaced on zoom out.

This is a Non-Regression issue seen from M-30 series (Chrome version:
30.0.1549.0)

Note: Issue is not seen on Windows OS.

I think this issue is not a regression and not so critical.
Let me de-prioritize it.
