New issue 586291 by efr...@efreakbnc.net: Failed to decode downloaded font
(WOFF2 fonts served from gstatic.com)
https://code.google.com/p/chromium/issues/detail?id=586291

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36
(KHTML, like Gecko) Chrome/50.0.2645.3 Safari/537.36

Example URL:
http://www.google.com/fonts

Steps to reproduce the problem:
1. Visit page

What is the expected behavior?
See various fonts available for use.

What went wrong?
Times new roman everywhere. Screenshot (zoomed out) of it working in IE and
not in chrome dev: https://i1.someimage.com/hbXyF2n.png

On other websites that use, for example, font-awesome for symbols, it just
shows squares for symbols that aren't in the default font (see the other
examples below).

In the dev console, there's a large (661) number of errors such as `Failed
to decode downloaded font:
https://fonts.gstatic.com/l/font?kit=gTHiwyxi6S7iiHpqAoiE3I-dKQzmQ2KGHRrJPW…wT5jML176E-hCdHeAh1EypZggr0U53BuXxQghSWdr5fKRAiL7DYm&skey=cda8bdd9728eb093`

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No

Did this work before? Yes Previous version of chrome. Am unsure what it
was, I'm sorry.

Does this work in other browsers? Yes

Chrome version: 50.0.2645.3 Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

This seems to be another person having the same issue in Canary a few days
ago: https://productforums.google.com/forum/#!topic/chrome/9HqyzHPdknQ

The issue occurs on almost every sote that grabs fonts from google fonts or
uses an icon font. Other websites that show this problem include:

- https://i1.someimage.com/wyv3rv6.png
- https://www.humblebundle.com/ - https://i1.someimage.com/bTVoTAw.png
- http://e-media.lapl.org - https://i1.someimage.com/8A8TpsK.png
- https://fortawesome.github.io/Font-Awesome/
- https://icomoon.io/
- http://www.typicons.com/ (It's simple enough to find icon fonts that
aren't working)

Since this issue occurs in the Google browser and affects fonts loaded from
google (and other) servers (fonts.gstatic.com) on multiple websites, I
don't think it's an issue with the code.

Comment #5 on issue 586291 by ksak...@chromium.org: Failed to decode
I suspect recent Win10 sandbox mitigation change that disabled non-system
font loading. (Bug 504006)
