As this is related to Windows Server 2008 R2 OS , hence adding
TE-NeedsTriageFromMTV to have a look at this.

Do you see any policies getting loaded in chrome://policy?

Did this work before? If so, what was the latest version of Chrome that
still worked?

Note that Chrome doesn't load GPO policies on machines that are not joined
to a domain. Are your machine managed by a windows domain?

Julian, can you clarify the conditions that cause GPO policy to be skipped?

@jemaccou: From the screenshot you provided I can not see what policies you
have set in your GPO only that you are deploying Chrome to your fleet. Can
you please share the view with the set policies for Chrome?

Comment #7 on issue 428108 by cmcla...@gmail.com: Windows 2008R2 Chrome GPO
I have experienced this behavior in both Windows 7 64-bit and 2008 R2. I
have attached two screenshots to illustrate some of the policies that are
not applying. It may not be related, however this link suggests a cause:

@cmclaird: Can you please confirm if you are also seeing this because the
machines are not joined to a domain? If so we can close this bug as Won't
fix too.

Btw the documentation is being updated to reflect this to avoid confusion
in the future.

It sounds like this is WAI. Some policies can only be set through GPO on
domain-joined machines.
