Steps to reproduce the problem:
1. open https://www.google.com/
2. (optional) perform a search
3. try to activate Google Input Tools and type in Google search box either
from Google homepage or existing google search results

What is the expected behavior?
Google input tools becomes active (language bar comes up) and allows user
to enter texts in a different language

What went wrong?
Google input tools does not become active even after toggling it off and on
on the Google search tab

Chrome version: 38.0.2125.66 Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 15.0 r0

When there are multiple windows of chrome running, toggling google input
tools on a tab with Google search has effect on this tool in other Chrome
Windows.
In order for Google input tool to work in a Google search tab, I have to
turn off google input tool in a another Chrome window (non-Google search)
and activate it on Google search page.
I think this issue has to do with Chrome's special handling of Google
searches (google input tool does not always know when it should become
active).
Not sure if this is related to google search returning blank page with URL

It does look like Chrome is intercepting Google searches instead of just
doing a regular HTTP Post

Unable to repro this issue on Windows7 using: 38.0.2125.66 with below steps:

1. Added Google Input Tools with set of languages
2. Opened NTP & able to search successfully
3. Clicked on extension and selected the language
4. Able to type letters in new language and able to search

Please let us know, if i missed anything.
Could you please provide screen-cast will help in further testing.

I spotted this issue again but failed to repro after I installed the screen
recorder.
It seems like on tab https://www.google.com/, quite often the Google Input
Tools status bar does not show up when multiple windows of Chromium is
running (the Google Input Tools status bar does show up in another Chromium
window). Without the status bar sometimes it works (but not fully
functional due to missing interface) on google.com sometimes it does not.

We are still unable to repro this issue on Windows7 using: latest
beta:38.0.2125.77.

Could you please upgrade to latest beta:38.0.2125.77 and re-check this
issue. Please update the thread, if issue is still repro.

Marking the above issue as Wontfix, due to lack of response from user.
However feel free to report a new issue, if encountered with similar issue
again with newer version of chrome.
