Steps to reproduce the problem:

What is the expected behavior?

What went wrong?
Sometimes, Google Chrome couldn't get a crash ID due to network problems.
I propose save crash report without ID so that you can then get crash ID
later when browser would be restarted and connection would be restored.
Or generate crash ID locally (may be use UUID for it, etc)

Did this work before? N/A

Chrome version: 48.0.2552.0 Channel: dev
OS Version: Fedora 23
Flash Version: Shockwave Flash 19.0 r0

Yep, unlike on Windows or Chrome, we don't bother storing the crash dumps
offline for later uploading. If it fails, it fails.

If I understand, this problem absent on other platforms, right? Then it can
be considered it a bug. Anyway regardless it would be registered here (bug
or feature request) i wanted that it will be fixed as soon as possible.
