What steps will reproduce the problem?
1. Playing a video file. (Download a 1080x720 mp4 file from
http://www.sample-videos.com/)
2. Ctrl+Alt+F2 Switch to VT2
3. Ctrl+Alt+F1 Switch to UI
4. Repeat step 2,3 and the issue happened

It's easy to reproduce in Rambi(Kernel v3.10)/Auron(v3.14)/Strago(v3.18)
with HD panel, not found in FHD panel.
We also found the issue happened since R48-7639, not found in R48-7638.

What is the expected result? What happens instead?

Browser process UI is missing (black). System shelf, tray, top chrome,
tabstrip, window controls, login screen background are all not rendered.
Tab contents is rendered properly and can be interacted with (refreshed /
reloaded).

Some error logs show in chrome log.
