What steps will reproduce the problem?
1. Try open the attached picture in Chrome!
2.If you open it any other internet browser or image browser it will show
the image correctly.
3.The picture is from a vision system thats place a overlay on the picture.
(Cognex - Vision)

What is the expected result?
A perfect display of picture.

What happens instead?
Chrome only show the overlay in image.

Please provide any additional information below. Attach a screenshot if
possible.

Able to reproduce the issue on canary 35.0.1907.0 and is a non regression.
Issue exists from M24 - 24.0.1300.0

For posterity, I was curious about how Windows Image Viewer and win32
browsers render HF13_FoldUpCAA5KHW4.bmp BMP image.

(windows image viewer, IE11, Safari 6.1, Firefox, Chrome renderings
attached).

The BMP appears to be some monochrome image with an overlay.
