Chrome Version: 29.0.1537.0
OS: Win

What steps will reproduce the problem?
1. Launch chrome and sign in to chrome from "Welcome to Chrome" page,
select "Choose what to sync"
2. "Confirm sync settings" pop-up appears on chrome://settings/syncSetup
3. Rt. click on "Advanced" link and select "Open link in new tab"

"chrome://settings-frame/settings" page opens in new tab where
- "Show advanced settings" link is missing
- No scroll is observed on this page &
- Links are not clickable

"chrome://settings-frame/settings" page should show "Show advanced
settings" link, scroll should be seen and all links should be clickable.

This is an regression issue and will soon update the regression info.

Note: In case of different UI, Rt. click on "Use default settings" and
select "Open link in new tab" to reproduce the issue.

Not reproducible in the latest canary - 29.0.1538.0 (Official Build 206264)

"Show advanced settings" link can be seen if the page size is zoom-in to
90%. Otherwise the link is not visible. However the above mention issue(no
scroll & links are not clickable) is reproducible in the latest canary -
29.0.1540.0.

Able to reproduce the issue, below are the steps and regression info:

Steps to repro:
1. In Sign-in Page, check the option "Choose what to sync" and then sign in.
2. In Advanced Sync Settings popup, rt.click on "Use Default Settings" and
select "open link in new tab"

Notice that the page doesn't have scroll bar.

Based on the regression range, perhaps related to
http://src.chromium.org/viewvc/chrome?view=rev&revision=195973. Given the
steps to reproduce, I'm inclined to punt to 29.

This isn't related to revision 195973: the changes there don't touch the
code related to text/scrollbars, and were reverted on May 2 before the M28
branch point (and thus aren't in any M29 canaries either).

Some other commit must be responsible.
