This sounds like expected behavior to me.

If we do want to change the network ordering logic, please move this to the
chromium-os tracker and assign to pstew@. Otherwise please resolve
as 'won't fix'

Network connections which have had failed connections are sorted below
others. This could be what you're seeing. I won't fix that either. :-)
