Repro steps

Steps
1. Open xlsm file form url link in chrome office editor.(e.g.
https://www.google.co.in/url?sa=t&rct=j&q=&esrc=s&source=web&cd=3&cad=rja&uact=8&ved=0CC4QFjAC&url=http%3A%2F%2Fwww.sbcomsoft.com%2FPBSBMax160CostElementsExample.xlsm&ei=SAl8VJDnIpO4uAStn4DADg&usg=AFQjCNEVik5riHtK6H4B3KeYYNOSEDHMGw&bvm=bv.80642063,d.c2E
)
2. Observe behavior.

Expected
File should be opened in chrome office editor.

Actual
Files aren't opening in chrome office editor. Xlsm files are downloading.

Notes
1. Opening file using Url link isn't working in all platforms(Windows,
Ubuntu, Chromium, MAC)
2. Url link can be blue link (over http).
3. Due to this issue, we won't be able to run our e2e test on xlsm files.

+Jliebrand - what are your thoughts about this? If we register for xlsm in
our manifest should it be enough to make sure that QS gets opened for xlsm
files? Is there something else we need to do here? Thanks!

@Chandni - from what i understand you created a simple http server to try
this out. Can you confirm what you did/saw?

We have tried with apache server and put .xlsm file in server folder. For
opening .xlsm files we have used following:
http://localhost/serverfolder/filename.xlsm
or
http://system_ip_address/serverfolder/filename.xlsm
in both the case xlsm files are downloading.
In addition to this we have put xls/xlsx files in apache server folder and
files get opened in chrome office editor form apache server folder.

We have checked it on ubuntu and mac device. Output we got:
For Ubuntu:
command: Head http://localhost/file.xlsm
Output: 200 OK
Connection: close
Date: Wed, 10 Dec 2014 05:57:23 GMT
Accept-Ranges: bytes
ETag: "94495f-97b4f-509c86908fe58"
Server: Apache/2.2.22 (Ubuntu)
Content-Length: 621391
Content-Type: application/vnd.ms-excel.sheet.macroEnabled.12
Last-Modified: Tue, 09 Dec 2014 13:20:43 GMT
Client-Date: Wed, 10 Dec 2014 05:57:05 GMT
Client-Peer: 172.24.212.47:80
Client-Response-Num:1

For MAC:
Command: curl -I http://localhost/file.xlsm
Output: HTTP/1.1 200 OK
Date: Wed, 10 Dec 2014 05:31:49 GMT
Server: Apache/2.2.22 (Ubuntu)
Last-Modified: Tue, 09 Dec 2014 13:20:43 GMT
ETag: "94495f-97b4f-509c86908fe58"
Accept-Ranges: bytes
Content-Length: 621391
Content-Type: application/vnd.ms-excel.sheet.macroEnabled.12

On both the system we are getting correct mime type (no
content-disposition: attachment header), still we aren't opening file in
chrome office editor.

Another observation is that this issue is for xlsm, docm and pptm files.
So, adding label allapps.

Removing allapps label. We're starting to move to a system where instead of
putting in the allapps label we'll be
adding: "Cr-Platform-Apps-Default-ChromeOffice" for bugs that go across all
apps.
