What steps will reproduce the problem?
1. Do a search from the omnibox

What is the expected output? What do you see instead?

With the extended Instant API, the search page will hander displaying
Suggest requests; it will need to append the sugkey param to the URL in
order to certify that it is allowed to make such a request.

This doesn't seem like a Chrome issue. If the search page needs to add a
key to authenticate its use of the suggest service, it needs to do so even
when it's loaded by the user simply visiting google.com on their own.
Probably best filed as an internal bug against the Google Instant project.

Note that we are trying to get all API users to add API keys by M23, i.e.
before Monday September 17th.
