It turns for all the other settings (tab, pinned tab, full screen), but for
some reason treats "open as window" the same as "open as tab".

To reproduce, install the sample App Launcher here:

then set one of your installed apps to "open as window", and try using the
App Launcher browser action to launch that app.

Verified in 14.0.822.0 (Official Build 92488).
