OS: Windows (Win 7 - Aero enabled)

Precondition: Sign into chrome browser with fresh account and have an "App
launcher" installed.

What steps will reproduce the problem?
1. Open 'App launcher', type & search for any app like Cut the rope, Tank
riders etc and click on "Add to Chrome" button
2. Move that download-in-progress app to already created folder or create
one for the same (if required pause the download progress of added app)
3. Now move the same app i.e. download-in-progress out of folder and observe

App icon is not seen when download-in-progress app is moved out of folder.

App icon should be seen on moving out download-in-progress app from a
folder.

This is an Windows OS specific regression issue, broken in M-38 series and
below is the narrow bisect info:

This affects all apps dragged out of folders on Linux.

This is happening because the
InitiateDragFromReparentItemInRootLevelGridView() sets the proxy view to be
hidden. This shouldn't happen if there's no OS level drag going on (be it
Windows or CrOS).
