rvargas: Can you explain what the issue is with suspending on Windows that
makes us have to cancel URLRequests? Is there a bug for this somewhere?

We should do #2 first. Later on, we should do #3. This is very similar to

this started happening after my last software updates. It occurs EVERY time
my laptop goes to sleep, and the only solution is to kill chrome and
restart. which is fast, but loses state.
