Presumably a Skia font/picture problem, but if this is truly a Windows-only
bug CCing the DirectWrite team as well since they've had a lot of churn.

This is a debug-only assertion failure, so I'm dropping it to Pri-2 unless
Mike Klein thinks otherwise.
