I have the exact same problem.
Is the Video Card not capable of handling all the graphics of Windows 8 and
Google Maps in the same time?

I have a 2GB HD 7850. I doubt it is because of a lack of capabilty on the
cards part.

I have two AMD 7870's in Crossfire and have the blue overlay on all video
and some animated gifs. This is with or without AMD Catalyst software
installed. I believe it is due to hardware acceleration and/or DirectX. I
have not found a solution yet.

Forgot to add that this was with Win 8, and any video. Be it native, in a
game, or in a browser.
