Chrome Version :
Google Chrome 32.0.1700.107 (Official Build 248368)
OS Linux

URLs (if applicable) : bloglovin.com and many others.
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari 6: N/A
Firefox 20: OK
IE 7/8/9/10: N/A

I am using English-language Xubuntu 13.04, with Hebrew as a second
keyboard.

What steps will reproduce the problem?
1. Browse to certain sites -- including fairly ordinary textual sites in
English.
2. Some of the headers are mojibake. See screenshot.
3. Move the mouse; the headers go back to proper English. See screenshot.

Same issue also ocurs on Hebrew-language sites, e.g.

The problem does NOT occur for me any more. Ubuntu 15
