chromeos-init: Make uinput kernel module available for all images

Currently, uinput is only available in test images. It is required by
bluetooth AVRCP profile implementation, which translates the commands
originated on the remote device (Play, Pause, Next and Previous) to the
respective keyboard events (media keys) using uinput.

BUG=chromium:256746
R=keybuk, keescook, wad
TEST=build base image and check for /etc/init/uinput.conf file
lsmod command shows uinput module loaded
CQ-DEPEND=CL:211034

Not quite, the patch for installing the udev rule has been partially
reverted as in https://chromium-review.googlesource.com/216041

I will double check if installing that udev rule was really causing the
problems.

net-wireless/bluez: Install udev rule for uinput

CL 216041 mistakenly removed installation of udev rule that assigns
bluetooth uid as owner of /dev/uinput, causing a regression in AVRCP
profile.
