Steps to reproduce the problem:
1.Any page are not open.
2.Including help of chrome, about, setting.
3.

What is the expected behavior?

Webpage Blocked.
Including Help, about, setting of chrome.

Your system administrator has blocked access to this webpage.
Check your administrator's policies
Visit chrome://policy to see the list of blacklisted URLs and other
policies enforced by your system administrator.
Contact your system administrator for more information.
Error code: ERR_BLOCKED_BY_ADMINISTRATOR

@rahul: Thanks a lot for the report. Request you to let us know, which
chrome version you are facing this issue? Also if its not much to ask could
you please try the above issue by creating new user
from "chrome://settings" and let us know if the issue still persists.

Thanks for your suggestion. but issue is still there.

As per your suggestion, i have try this but its not working. setting page
is also blocked.

Would you mind trying the above issue by uninstalling chrome? Before doing
the same do backup your data. As we are not able to reproduce the above
issue on Windows 7, with chrome Stable, beta & Dev
version "37.0.2062.120", "38.0.2125.66", "39.0.2159.4".
