chrome only allows touch screen interaction to scroll up and down, cannot

What steps will reproduce the problem?
1. Find a tablet / touch screen
2. Test out scrolling
3. Try to highlight, or see the arrow (probably a circle or other shape)
follow your finger
What is the expected result?
Highligting to occur and/or the touch-arrow to follow when the finger moves
across the screen.
What happens instead?
The arrow stays stationary to initial point of contact, instead of
following the finger and/or does not highlight text/pictures.
Please provide any additional information below. Attach a screenshot if
possible.
I found this problem started after chrome updated something allowing for
easier scrolling (presumably for tablets), when before you couldn't swipe
and and down with gliding ease. I noticed it while playing Angry Birds on
the chrome app, when before I could play the game on the touchscreen, now I
can only play with a mouse as it doesn't work via tablet anymore. I
discovered this connected to my issue stated above.
