Descoping/targetting - looking at UMA: PrintPreview.PageCount.PrintToPDF,
it seems that most (75% of pages) are 2 pages, and mean is 4 pages. This,
coupled, with only about .2% of actions being PrintToPDF indicates lower
priority of this feature.

Skia currently has no plans to produce linearized PDF. If a user needs a
linearized PDF, they can use a third party tool, such as QPDF
(http://qpdf.sourceforge.net/) to post-proccess the file.
