How about a warning bar (like the one in device mode) for Network Panel.

Looks pretty good.

I don't think pushing this bit of information is worth it. Should we warn
user that if data saver is enabled, it may worsen their debugging
experience?

SG. I think we'll need it in both Network & Sources then then. Anyone
looking at network activity/headers/pageload perf is also going to need to
know this.

The warning is useful, but I often forget to re-enable Data Saver when I've
finished debugging.

What if we automatically disabled it, and then showed a warning to the user
to inform them that Data Saver has been disabled?

This warning is horrible. It is unclear what it is actually referring to.
Is this in regards to Chrome on the mobile device or on my desktop?

I'm not even aware of having it enabled and the website the link points to
doesn't list how to disable Data Saver, only how to enable it.

So, I don't have the Data Saver extension installed on my desktop, which
makes me think that the warning is referring to my mobile device. But when
I open Chrome on my mobile device, Data Saver is disabled. So, what is this
warning actually referring to?
