Version: 29.0.1516.0 canary
OS: Win7

What steps will reproduce the problem?
1.Enable instant extended
2.Open online NTP
3.Resize the chrome browser by click on Restore down button
4.Then maximize chrome by click maximize button
5.Open new tab and observe the loading of the page

What is the expected output? What do you see instead?
There are two windows are showing when open new tab in transient state

Note that i am not seeing this issue when i disable instant extended flag

Does the page end up in a good state?

This may be related to the "4-thumbnails" bug--we may not be properly
setting window bounds for the prerendered NTP.
