What steps will reproduce the problem?
1. go to
http://jsbin.com/ugakum
2. put the mouse in the "bug #2" box
3. push the mouse button down (without moving the mouse, steady hand!)
4. notice that the cursor didn't change
5. move the mouse (with the button still depressed)
6. notice how you had to move the cursor in order for it to update
What is the expected result?
the cursor should update as soon as the button is depressed
What happens instead?
the cursor remains until motion occurs

apparently only a mouse move event can change a cursor, it should be
changeable at any time...
this might be related to "Issue 26723: Mouse cursor doesn't change when
mouse-idling" @

but initially they're talking about a load issue, comments further down
note that it is more systemic then the initial description..
