This is expected if the "image search URL" isn't set for that search
provider. It can be set with the DefaultSearchProviderImageURL policy:

http://www.chromium.org/administrators/policy-list-3#DefaultSearchProviderImageURL

Does this work if you set that policy
to "http://www.google.com/searchbyimage/upload"?

First, thank you for the prompt response!
Second - interesting. I will ask the administrators to do that.
They probably did not know that (or this feature at all ;)) and assume that
by setting the engine as Google, everything would work normally.

It does seem a bit too manual and hard coded, though. Is this URL
documented somewhere? If Google Search changes the URL and no longer
supports the mentioned one, all of the group policies that implemented that
URL must be changed in order to make it work again...

Also, the default search engine URL is the regular "{google:baseURL}..."
one. Are you saying my administrator entered that manually?

It makes sense to me that if the default search engine (by group policy) is
Google, then everything else should be built in unless specifically set.

I think we don't want to treat Google as a special search engine in Chrome
(other than being the default). We can't guess the image search URL for
other engines, so I think the current behavior is the fair thing to do.

It's up to admins to specify both search & image URLs. They may also skip
the image search URL intentionally.

So I think there is no bug here, but please post back if setting the image
search URL doesn't bring back that context menu option. Closing as WAI for
now.

I have asked them to set it (and the suggest URL was missing client=chrome,
so there were no suggestions as well). They need to update the
administrative templates, because they did not have the image URL field. I
guess it would take a few days...

How do you expect administrators to figure out the URLs for those fields,
though?
Do you have a reference page with all of those URLs for Google? I looked a
bit and have not found a page that gather all of the information (or any).

The current administrative templates
(http://dl.google.com/dl/edgedl/chrome/policy/policy_templates.zip) do not
have DefaultSearchProviderImageURL. When would they be updated?
