This bug seems to suggest that the Kiosk management UI will be removed from
the settings UI and added to the extension UI. The flags are removed and
the kiosk management UI isn't in the extension UI.

Steps To Reproduce:
1. go to chrome://flags, search for kiosk, no flag are found
2. go to chrome://extensions the Kiosk management UI is nowhere to be found
3. go to chrome://settings, again the Kiosk management UI is nowhere to be
found

Expected Result:
The Kiosk management UI should be present either in settings or extensions

Actual Result:
The Kiosk management UI & flags are missing

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
Can't run the Chrome box in Kiosk mode

Please provide any additional information below. Attach a screen shot or
log if possible.

A workaround for this issue is to go to the chrome://extensions page.

Right click on the 'Pack extension...' button, and click 'Inspect Element'.

In the HTML inspector popup, click on the button element with the
id 'add-kiosk-app', and click on the 'hidden' portion of it until it
becomes editable.

Remove 'hidden', and then click on the button to get the kiosk application
popup.

I've experinced the same thing. I have now installed chromium on 4 devices.
The first three let me install kiosk mode app, but with this last one the
button is missing. The strange thing is that they have all been installed
with the same image..
