What steps will reproduce the problem?
1. Navigate to
http://www.corp.google.com/~jabdelmalek/chrome/test/pdf/slow/Goeckner-pres.pdf
2. Once the pdf loads, try to scroll

Issue: PDF scrolling isn't smooth.

Google Chrome 8.0.552.18 (Official Build 63841).

This is even bad on ChromeOS.
