What steps will reproduce the problem?
1. Install Chrome on a Windows 10 computer with a HDPI display.
2. Go to Windows 10 Settings > System > Display
3. Set "Change size of text, apps, and other items" to 100%, 150%, 175% and
200%.
4. Logout of Windows 10 and login again as you repeat step 3 for each of
scaling levels.
What is the expected result?
When Windows 10 is set to 150% scaling, Chrome's interface should scale to
be 50% larger than the regular 1:1 size.
What happens instead?
When Windows 10 is set to scale to 150%, Chrome falls back to 100% scaling.
However setting the Windows 10 scaling setting to 100%, 175%, or 200% all
work perfectly.
