What steps will reproduce the problem?
1. Install the crx.

What is the expected result?
The theme should be installed with the provided theme properties.

What happens instead?
An error is encountered which says "Package is invalid. Details: 'Could not
decode theme image.'."

Please provide any additional information below. Attach a screenshot if
possible.
When the same theme is run as an Unpacked Extension, it works.
The crx has been prepared from Chrome's Pack Extension feature.

This has so far happened only with JPEG images. The image was specified as
a background image for the New Tab Page.
