Platform: 6680.78.0 (Official Build) stable channel falco

Steps to reproduce the problem:
1. Power on Chromebook
2. Select Kiosk Apps - TestNav or AirSecureTest
3. Open TestNav or AirSecureTest

What is the expected behavior?
TestNav or AirSecure app should load

What went wrong?
While attempting to run TestNav or AirSecure app, splash screen appears
with TestNav title or AIRSecure and a Chrome logo - no icon of either app
loads
Message waiting for application window
Loading icon spins and the app will not load to TestNav or AirSecureTest

App will run one time successfully after a fresh re-image or clearing of
local data

Did this work before? Yes This has worked in previous versions of ChromeOS
prior to 41

Chrome version: 41.0.2272.102 (64-bit) Channel: stable
OS Version: 41.0.02272
Flash Version: Shockwave Flash 17.0.0134-r1

This also occurs on AirSecureTest
The device in use is a HP Chromebook 14
This worked fine in previous versions of Chrome
Device has been re-imaged using OS 39
Device local data cleared and re-enrolled onto management
Policies have been refreshed
App has been reloaded to version 42 - same issue
Current installed app version of TestNav is 41

We have about 2200 Chromebooks, I would say the majority of the Chromebooks
work without issue when loading TestNav and AirSecureTest. I do have some
of the log files that were sent in another ticket with information of the
issue. I will attach those to this comment.

This worked in previous versions of Chrome OS, we are running many of the
Chromebooks in Version 41, some in version 42, and others on Beta channels.
The Chromebooks that are giving us the test loading issues are all on
Chrome OS 41, this however is only on some of the Chromebooks, not all. I
believe we have about 10 out of the 2200 which will not load the TestNav
and AirSecureTest apps.

I'm punting this away from a bug in the app/extension platform and
something that the testnav/airsecuretest people should fix.

Able to repro this on Peppy.Error displayed on sign in Screen.
