I have the same issue, chrome is up to date, Version 24.0.1312.56, when i
try to add extension I get the same error: Could not create download
directory.

I get the same error for any extension. Windows XP, Chrome Version
24.0.1312.56 m. Was working fine in December (last extension installation).

Solution: Found some comments from 2011 that led me to the following - go
under Settings->Show Advanced Settings->Downloads->Download location.
Select a directory that exists on your drive. In my case (Win XP), I chose
C:\Documents and Settings\<user>\My Documents\Downloads. Opened a new tab
and went to Chrome Web Store - no problem downloading. Before I made the
change, I did not have a value in the Download location field but I did
have the box selected that says "Ask where to save each file before
downloading".

I started receiving this problem with my v24.0.1312.57 install after I
accidentally delete my ~/Applications folder on my Macbook Pro with OSX
10.8.2. I checked to see my download location per Suzanne's suggestion but
the location existed and was accessible so that must not be the problem.

I had this problem on my retina with 10.7.5. I solved it by shutting down
Chrome.
Then go to Go and choose Go to Folder, paste this in:
~/Library/Application Support/Google/Chrome/
Rename the Default folder, Backup-Default.
Re-open Chrome.
Copy your bookmarks over to the new Default folder created from opening up
Chrome.

I think it's due to a corrupt user setting, so this creates a new user
profile for you.
Reverse if it doesn't work.

Got this today on linux Version 25.0.1364.68 beta. Turns out the download
path in my settings had become invalid and so I couldn't install chrome
apps.

I think the error message should include instructions on how to resolve the
problem.

For me the problem was caused by Entrust's Groupshare. This is a Windows
based network share folder encryption program. If you have an encryption
program running try to remove it and install an extension.

I'm on a samsung google chromebook. I recently changed my download location
in my settings when I added a memory card to the laptop. Some days later I
went into the chrome web store and was not able to add any apps. Changing
the settings (advanced settings>download location>downloads) from external
drive fixed the issue for me.

I just realized why I was having this problem. I had my default download
location set to an external hard drive and I had unplugged it. So I just
changed the default download back to the downloads folder and it worked
again.

On the upper right corner of your Chrome window, there is an icon that
looks like 3 horizontal bars. Click on it. A menu appears and towards the
bottom of the menu is Settings.
