What steps will reproduce the problem?
1. Enable "Screen magnifier" under a11y settings.
2. Attempt to move screen with touchscreen.

What is the expected output? What do you see instead?
The page still scrolls, but the magnification window is only movable with
the mouse.

This issue will hit users on devices with no touchpad or "yoga" devices in
their > 180* state.
