What steps will reproduce the problem?
1) Launch chrome, navigate
to 'https://chrome.google.com/webstore/detail/vimium/dbepggeogbaibhgnhhndojpepiihcmeb'
and add 'Vimium' extension.
2) Go to NTP, enter some text to search in google.com and hit 'Enter', now
on the newly opened result page, press 'Alt+F', the 'shortcut keys'
suggestions will be popup.
3) Press 'S' to open 'Apps' and observe.
4) Press 'S' twice to close and again open 'Apps' overlay, (This time
shortcut keys for 'Apps' will popup.) and press 'GE' to click on more and
observe.

What is the expected result?
1) The background page shortcut keys should not display on to the 'Apps
overlay' and the shortcut keys for 'Apps' should be display on to the 'Apps
overlay'.
2) On pressing keyword 'GE' to click on more, along with the apps icon,
there 'shortcuts' should also gets move.

What happens instead?
1) The background page shortcut keys, i.e 'CP', 'PE' is display on to the
apps overlay and doesn't show any shortcut keys for 'Apps' which is
on 'Apps overlay'.
2) On pressing keyword 'GE' to click on more, the apps overlay will scroll
but the previous shortcuts stay on there previous position.

This is a non regression issue seen from M-31, Build no- 31.0.1610.4 (Note:
Unable to check the behavior in previous Chrome builds as Chrome web store
shows version error).

Able to reproduce the issue on win8 chrome version 43.0.2357.73
