It's well known that Chinese extension authors can't create a Chrome
Web Store account because Google Checkout doesn't accept China as a
payer country for the $5 account registration free.

I understand this is partly a security concern, as this country has
records of attacking Google and certain Google users.

But I think my case is special: I just developed an extension that
means some American interest: teaching American children to read, a
national issue symbolized by the No Child Left Behind Act. The
extension is fully free and open source, and I welcome any scrutiny:
