I want to know if I can create a text file and save the file in the
users "download" folder in computer using javascript. the scenario
is when the user clicks the submit button, it populate users info in
the text file and then save it in the machine. I am working on google
chrome.

is it possible?

Yes.  http://lists.w3.org/Archives/Public/public-webapps/2010OctDec/0864.html for more information.

It might be best to direct these types of Question to StackOverflow for a broader reach to the HTMl5 and web dev community.  I lot of discussion on this list is specifically about Apps in the webstore.
