UrlFetchApp is not defined

I am trying to use UrlFetchApp

ex:

UrlFetchApp.fetch("www.google.com");

I am getting:

Uncaught ReferenceError: UrlFetchApp is not defined. 

I am following the same steps as: https://developers.google.com/apps-script/reference/url-fetch/url-fetch-app#fetch(String)

Any one have any ideas why this is not working?
