Across the entire Chrome Web Store a large number of apps have
experienced a back up on user counts.
We track the entire store at
chromeosapps.org.
Also we have about 16 apps. About 2/3s decreased in user counts.
Google has consistently recommended using other means to track app
activity. I find this a shaky recommendation at best - what about the
paid apps?
Personally I think they are working out the kinks of a very complex
system. For example - if a user has three machines and uses sync, is
that user three users or one user? We think the user is counted three
times.

*** To further elaborate on what Paul said, if a user removes your
app, your user count will go down. We believe the user count is
actively driven by update surveillance.
