How chromium accesses hardware specifications?

I am studying how the html canvas element is generated on low level.

I understand this process is handled by the skia google api through the class SkCanvas, however I am unsure how skia gets the system specifications (width, height, bytesperPixel, shiftperpixel, colortype...) to generate the SkCanvas. Where and how this is handled in chromium?
