Can accessibility team take a look?
There is no LockScreen related issue.
It doesn't work on LoginScreen, on LockScreen and inside the session:
Setting 'Highlight object with keyboard focus' has no change on the focus behavior.

The login screen stuff shown is native UI. I haven't seen "highlight object with keyboard focus" work on native UI in my time on this team (but I joined at M63, which is when this was last working, according to this bug.)

Leaving open at P2. This would be nice to have but I don't think anyone has bandwidth right now to take it on.
