CrUX is based on real users who visit your website and have opted-in to feedback this anonymous data. See our methodology here for more information: https://developer.chrome.com/docs/crux/methodology/. Therefore, it will be based on all the clicks and interactions that those users use when visiting your site.

That you link you included is for Lighthouse, a lab-based tool. It can simulate INP by doing specific interactions that you define. This can be useful to ensure common user pathways don't regress, but will not be as comprehensive as real-user data as it is impossible to simulate every interaction for all the varied users out there, and all their devices.
